Karawang, Wartacana.com – Richa Hardiyansah yang berusia 30 tahun dan beberapa kader Tim Pendamping Keluarga (TPK) terlihat antusias saat mendampingi keluarga yang terdapat anak beresiko stunting. Mereka mengunjungi seorang anak yang berusia 2 tahun yang tidak mendapatkan imunisasi secara tiga kali berturut-turut.
Di dalam kunjungan ke Posyandu Nusaindah 5, Kelurahan Karangpawitan, Kecamatan Karawang Barat tersebut, mereka mengedukasi ibu dari anak itu, Richa menekankan pentingnya imunisasi untuk mengantisipasi risiko kesehatan di kemudian hari. Tampaknya, si Ibu memahami penjelasan Richa. “Mereka semakin tau pentingnya imunisasi dan bersedia melakukannya segera,” kata Richa kepada Tim Wartacana (03/05/2025/).
Selain mensosialisasikan pentingnya imunisasi, Richa dan anggota TPK lainnya bertugas memfasilitasi penerimaan program bantuan sosial kepada sasaran prioritas percepatan penurunan stunting. Seperti yang di lihat di lapangan, Richa dan kader TPK memberikan sebuah bantuan sosial seperti telur, susu, kacang hijau kepada anak dalam pendampingan stunting.
Terdapat undang-undang yang mendasari adanya pembentukan dan tugas dari Tim Pendamping Keluarga (TPK) oleh BKKBN diantaranya yaitu Undang-Undang Nomor 52 Tahun 2009 tentang Perkembangan Kependudukan dan Pembangunan Keluarga, serta Peraturan Presiden (PerPres) Nomor 72 Tahun 2021 tentang Percepatan Penurunan Stunting. Dalam regulasi tersebut menyatakan bahwa anggaran penyediaan Tim Pendamping Keluarga (TPK) bersumber dari anggaran pendapatan dan belanja negara (APBN) dengan alokasi besaran anggaran sesuai dengan peraturan perundang-undanga yang berlaku.
Dalam upaya menurunkan angka stunting di Kabupaten Karawang, Tim Pendampingan Keluarga (TPK) harus menjalani tugas dengan honor yang sangat kecil, hanya Rp100 ribu per bulan. TPK memiliki peran penting dalam menjaga kesehatan anak-anak dengan tetap semangat bekerja walaupun upah yang mereka terima jauh dari kata layak.
Mengakui kondisi tersebut, Dinas Pengendalian Penduduk dan Keluarga Berencana (DPPKB) R Siti Mardiyanti selaku Technical Assistant Satgas Percepatan Penurunan Stunting menyebut honor para kader TPK memang sangatlah terbatas. Anggaran yang berasal dari pemerintah pusat melalui APBN tidak memungkinkan adanya peningkatan yang signifikan. “Kalau kita lihat nominal memang sedikit, Rp330 ribu dibagi tiga orang, berarti satu orang hanya mendapatkan Rp110 ribu. Dengan tugas mendampingi dan memastikan program tepat sasaran, jumlah tersebut memang kecil. Tapi, kita harus memahami bahwa anggarannya sudah ditetapkan dari pusat,” ujar Siti.
Ketimpangan antara beban kerja dan honor juga dirasakan oleh kader lainnya. Richa Hardiansyah, Penyuluh Lapangan Keluarga Berencana, menyoroti perbandingan antara kader TPK dengan kader posyandu, “Kader posyandu itu sebulannya hanya Rp75 ribu, dan itu pun dibayarkan tiga bulan sekali. Padahal, beban kerjanya tidak sedikit. Kalau di kami, honor yang diterima Rp100 ribu, plus kuota internet setiap bulannya,” jelas Richa. Namun karena hubungan kekeluargaan yang kuat, para kader tetap bertahan tanpa banyak keluhan. “Saya memperlakukan mereka bukan sebagai bawahan, tapi sebagai keluarga. Mungkin itu yang membuat mereka tetap semangat meski hanya honornya kecil,” tambahnya.
Ade Tati, anggota kader TPK yang aktif di posyandu, menyatakan bahwa dirinya tetap ikhlas menjalankan tugas mendampingi tersebut, meski upah yang diterima sangatlah kecil, “Cukup sih, karena jadi kader itu kerjanyakan secara ikhlas ya, gak memandang honornya. Dan juga, motivasi saya karena emang suka sama anak kecil, jadi dijalani aja. Kalau ada kenaikan ya ikut, kalau tidak juga tidak apa-apa, yang penting stunting di kelurahan ini bisa nol,” ujarnya.
Tingginya beban kerja yang mereka tanggung membuat minimnya apresiasi terhadap kader TPK menjadi sorotan. Di lapangan, mereka berjuang tanpa mengharapkan balasan, memastikan setiap keluarga mendapatkan perhatian dan anak-anak terlindungi dari risiko stunting, meskipun upah yang mereka terima tidak sepadan dengan pengorbanan yang mereka lakukan.
